There is no need to buy a new fan for it if you are buying the new jasper xbox 360.
In answer to your question; Basically what it does it reduces the amout of heat so the 3 red lights have far lesser chance of appearing than the previous models.
All the new Xbox 360′s in shops now are Jaspers.
In addition I have heard that the fan attachments risk short circuiting the power to the actual xbox.

DO NOT BUY A FAN! I REPEAT DO NOT BUY A FAN! IT SERIOUSLY SCREWS YOUR XBOX UP BECAUSE IT USES THE POWERSUPPLY, WHICH SHORT CIRCUITS IT AND CAUSES RRoD!
